Recently Bureaucrats in the United States are interested in "carrier exclusivity" at the behest of rural cellular association and we see sites like "FreeMyPhone" emerge.
Unfortunately nobody wants to discuss network compatibility or basic infrasturcture problems. Perhaps if more operators wanted better devices they should have used the global standard GSM for their networks. Now instead of rolling out HSPA like Bell and Telus in Canada they're killing themselves with custom firmware, low volume devices and scams like wimax.
The real issue should be competition. If we want better devices we need to give breaks to organizations with the will power and capital to build new standards basted networks.
I understand operators like to pretend like they add some value to the handset or even take part in the design but take one look at the iPhone realize how amazing your device can be when the operator is forbidden to modify a device.
If you need to enforce something forbid Operator firmware and ensure net neutrality for all mobile broadband and let great devices come to your network organically.
